States (http://en.wikipedia.org/wiki/Regional_Greenhouse_Gas_Initiative, http://yosemite.epa.gov/OAR/globalwarming.nsf/content/ActionsStateActionPlans.html) and big cities (http://www.ci.seattle.wa.us/mayor/climate/quotes.htm#mayors) seem to be the ones that will have to lead the way. And at least some are trying to doing so...

Sufficient momentum at the state/local level, can sometimes lead to needed movement at the federal level. (Or obviate the need for it.)

In any case, the future wrt. climate change looks grim so long as both world population and GHGs continue to grow...
