I never thought of location info as adding dependency to services, but rather as location working as a filter, or using the pure location data to add value to existing services.

In other words: by using location data as a filter, it makes it possible to offer a service only where it is relevant. Or by combining the locations of many users, when it is relevant. If not used as a filter, location can simply provide added value (Jaiku comes to mind first).
